Deputy head of the Administration of the President of Ukraine Serhiy Larin said that discussion of the concept of local self-government reform will end in six months.
"In general, the discussion should be over in six months. Of course, any reform is a complicated process, as officials in the regions get used to sit in offices. The reform provides for really complex, large-scale changes. They will have to move out of their offices, to communicate with people, to delve into their everyday problems, to report to the people," Larin said.
According to him, the document has been designed not by the Presidential Administration, but self-government associations under the coordination of the Regional Development Ministry. He stressed that the document has to pass discussion at all levels of government.
Larin added that the main idea of the reform is to create equal conditions for a person to obtain services regardless of where he lives. "Children have to go to a normal kindergarten. The schools should have a gym, computers, qualified teachers, good medical care," Larin said.
