Ukraine and Russia have not completed negotiations on establishment of a gas consortium to manage the Ukrainian gas transportation system (GTS), energy and coal industry minister of Ukraine Eduard Stavytsky told journalists in the Cabinet of Ministers.
"We need to complete the reforming of Naftogaz. Consortium is the next step of entities under reform. We should take that first step. I understand our colleagues, who say that we need to take the first step, and then we'll see," he said.
The minister stressed that "it does not mean that we have finished the negotiations."
