Ukrainian Prime Minister Mykola Azarov instructed vice Prime Minister Oleksandr Vilkul to analyze modernization of the civil defense and protection against emergencies.

The Prime Minister also noted that Vilkul should provide government with an analysis of the modernization of the system and to make a report on the matter. "This is a major strategic issue, on which the government is to take the necessary actions," Azarov said during the Cabinet’s meeting.

The Prime Minister also instructed the head of the State Emergency Service Mykhailo Bolotskikh to work out modern regulations of actions under clearly defined levels of threat, to study the relevant practice of the developed countries, as well as to specify the competence and responsibility of authorities, organizations and businesses, and the procedure of informing citizens.

In turn, Vilkul said that in connection with the task of improving the effectiveness of response bodies, there will be changes in the emergency response plans and procedures of interaction between the bodies.

According to vice Prime Minister, special attention will be paid to improving the efficiency of public awareness and getting information from citizens.
