Regional development, construction, housing and communal services minister of Ukraine Hennady Temnyk promises that tariffs for housing and utility services for the population will not increase.

"We do not want to shift the housing problems on the population. Not to increase communal tariffs is the principled position of the President and the Government. The Government decided to compensate for the difference in tariffs," he told a press conference, ForUm correspondent reports.

According to the minister, investors will be involved in modernizing of housing and utilities sector, in particular, in raising energy efficiency. Temnyk noted that the special fund will be set up, which will get up to 15% of the investor funds for the development of the utilities sector.

In addition, the minister informed that by the year-end it is planned to finalize the project "Development of urban infrastructure №1", which is implemented in cooperation with the World Bank.

Temnyk said that the project comprises $ 140 million, half of which have been spent on upgrading housing, energy efficiency.

He also noted that Ukraine perfects the legislation in field of housing. A number of bills, in particular on definition of services, on housing, on improving system of permits for the construction, on putting housing into operation and others, is planned to be passed by the end of the year.

In addition, Temnyk predicts that a number of codes will be submitted to the Parliament for consideration in 2014-2015.
