As of today, the self-government system is ineffective and significantly hinders the development of our country, Ukrainian President Viktor Yanukovych said during a meeting of the Council of Regions, ForUm correspondent reports.

"The situation is complicated by the fact that the legal regulation and practice of self-government do not satisfy the current needs of the country. And in this case, they do not correspond to the European Charter of local self-government," the President noted.

In his opinion, this is an essential obstacle towards Ukraine’s integration into the European community.

The head of state considers that Ukraine has a non-transparent system of delegated and its own powers of external self-government.

Yanukovych reminded that attempts to reform the local government have been made since 1996, but they all were unsuccessful. According to him, the absence of balanced approaches to solve the issue on regional development is the main reason of failures.

The President said that the concept of local government reforming is being developed now.

"According to my instructions, the work on preparation of the concept of self-government reform was organized. Today we have the first draft of this document," the President said.
