Ukraine as an observer in the Customs Union of Russia, Belarus and Kazakhstan will have no privileges and will not be able to influence decision making, it will remain an outsider until it joins the union as a member, Russian Prime Minister Dmitry Medvedev considers.

Prime Minister of Ukraine Mykola Azarov previously announced a new position on cooperation with the members of the Customs Union. Kyiv is holding talks to take part in the Customs Union as an observer with the advisory vote that will give, according to Azarov, the ability to correct adopted decisions at any stage.

"Of course, we'll be glad to see Ukraine (as an observer in the Customs Union), and now we are forming approaches to the membership in the Customs Union and the Eurasian Economic Union (that will come into force from 2015), there will be a full membership and an observer status ... But the observer cannot influence some processes, as he's only the observer," Medvedev said.
