Ukrainian President Viktor Yanukovych has instructed the Cabinet of Ministers to speed up and improve the implementation of the program of economic reforms for 2010-2014, entitled “Prosperous Society, Competitive Economy, Effective State", the President’s press service reported, Ukrinform reports.

In particular, the President instructed the Prime Minister to speed up the submission for consideration by the Verkhovna Rada of bills that were drafted to implement the national action plan for 2012 regarding the introduction of the economic reform program for 2010-2014 “Prosperous Society, Competitive Economy, Effective State".

Yanukovych also instructed the government to ensure in the draft of amendments to the state budget for 2013 the primary funding of expenditures on the implementation of the law on emergency medical care, primarily regarding an increase in the level of wages to medical employees of the system of emergency medical care and the implementation of the second phase of the Timely Assistance national project - the creation of single regional dispatching services using modern GPS technologies in order to reduce the time of arrival of ambulance crews to patients and the gradual upgrading of the fleet of centers for emergency and disaster medicine.

In the context of the introduction of amendments to the law on Ukraine's state budget for 2013 the president also ordered reforms in the sphere of the provision of administrative services, including the creation of centers for the provision of administrative services and the functioning of the single state portal of administrative services.

The President's instruction also stresses the need to develop and submit in the established order to parliament of a draft law introducing amendments to some legislative acts of Ukraine on the application with respect to business entities of measures of response in the form of full or partial suspension of production (manufacturing) or sale of goods, works (services) according to administrative court rulings.

Yanukovych drew special attention to the importance of taking effective measures to improve the business environment and ensure Ukraine's entry in 2013 into the list of a hundred countries according to the World Bank's Doing Business ranking.

The instruction also states that the government should make an analysis of the implementation of the existing programs of international technical and financial assistance and, following the analysis, take measures to improve the effectiveness of the use of such assistance.

The Cabinet of Ministers should also improve the system on the provision of administrative services related to the use of motor vehicles, in particular, ensure the implementation of a pilot project to set up in Kyiv the center of the State Automobile Inspectorate of the Interior Ministry on the provision of services related to the use of vehicles. The government should resolve the issue of transferring all registration and examination subdivisions of the State Automobile Inspectorate of the Interior Ministry to the unified state register of enforcement proceedings, the state register of encumbrances of movable property and regarding the use of data of these registers free of charge.
 
The president's instruction also notes the need to take measures to improve logistical and staffing support for the registration and examination subdivisions of the State Automobile Inspectorate of the Interior Ministry.
