The government is set to conduct the transition to manning the army with contract servicemen. The relevant efforts are envisaged in the draft concept for reform and development of the Armed Forces of Ukraine over the period up to 2017, which is expected to be approved in the near future, President of Ukraine Viktor Yanukovych said in interview with the analytical magazine "Ukraine and the World in 2013. Global Agenda".

The head of state noted that, for effective implementation of this task, the government should take a number of measures to improve the competitiveness of military service.

"It is necessary to introduce mechanisms of motivation for attracting young people to military service under the contract and extending those contracts for future years," Viktor Yanukovych said.
Among those measures he named provision of housing, decent pay, access to higher education during military service at the cost of the state, and full military (special) training.

"Solving these and some other tasks, we will create the conditions for hundred-percent manning of the army with contract servicemen. Therefore, a final decision on the date of transition will be made taking into account the capacities of the state regarding the implementation of these objectives," the President said, Ukrinform reports.
