Ukraine needs a substantial reform in the electoral law, head of the Central Election Commission Volodymyr Shapoval said during a meeting with head of experts from the Office for Democratic Institutions and Human Rights (ODIHR) Audrey Glover, the press service of the CEC reports.

"I am convinced that, taking into account the Ukrainian specifics, the majority component was the main negative aspect of the elections. Therefore, I support the proportional system with open regional lists," he said.

Shapoval said it is necessary to change the electoral law introducing an order of formation of election commissions on proven principle by practice, when one half of composition represents the parliamentary majority and the second - the opposition parties represented in the Parliament. "This is a solution to minimize or eliminate the extremely negative participation of so-called technical parties in this process," he said.
