In an interview with Brussels online newspaper European Voice, Ukrainian foreign minister Leonid Kozhara said he believes that Russia's Gazprom is not already dominant in Ukrainian energy market.

"What is clear is that Gazprom dominance in Ukraine is broken," Kozhara said.

According to Kozhara, Ukraine increases independent gas production, uses more coal and nuclear energy, as well as plans to build a terminal for liquefied natural gas. The minister said that all these measures have caused a decrease in consumption of Russian gas from 50 billion cubic meters to 33 billion cubic meters per year for the past two years. In 2013-2014, consumption of Russian gas should be continued declining, reaching 17 billion cubic meters a year, the head of the Foreign Ministry added.

Asked about the $ 7 billion Gazprom’s bill, Kozhara said that Ukraine will not pay it, and Russia "did not react to the idea of arbitration."
