Ukrainian Prime Minister Mykola Azarov has applied for dismissal of Leonid Efymenko from the post of the head of the State Registration Service of Ukraine.

In particular, Azarov criticized the organization of the new system of registration of property rights.

"I am unhappy with the drawbacks and obvious organizational failures in the implementation of the new system. We will overcome this stage and complications will soon be forgotten, but why were the people troubled from the very beginning?" the prime Minister said, opening the Cabinet’s meeting, ForUm correspondent reports.

Azarov was outraged by the fact that registration centers in Kyiv and in some other regions were opened in unsuitable places, on the outskirts of the cities. "It is clear that it is difficult to find a suitable place in the capital, and there were not enough resources to equip the centers. However, I believe this matter can be organized better. In addition, there are no excuses for the fact that citizens were poorly informed about the time and place of work of registration centers. The result is extremely long queues," the head of the government said.

Moreover, most of the Technical Inventory Bureau departments kept documents in paper form, so the information was not timely transferred to the new electronic database. Azarov is also unhappy that private notaries are not fully involved in the registration process.

"The government had to urgently intervene. I’ve applied for dismissal of the head of the State Registration Service of Ukraine and instructed vice Prime Minister Oleksandr Vilkul together with the Regional Development Ministry and the Justice Ministry to set up a working group which to eliminate all the problems and shortcomings in the organization of work," he said and added that it is also important to inform the people about the new system of registration of property rights.
