The National Action Plan for 2012 was not implemented in full due to inadequate performance discipline at the central and local levels, and due to poor preparation of legislative instruments, first deputy head of the Administration of President of Ukraine (APU) Iryna Akimova said during the meeting of the Committee on Economic Reforms, ForUm learned from the President’s press service.

Official noted that last year Ukraine made quite a significant step towards improving the investment climate and creating preconditions for the growth of the domestic economy.

Akimova added that reforms were implemented with varying intensity in different directions.  "The analysis shows that the main reasons for failure of reforms implementation were poor quality of laws and regulations, inadequate level of executive discipline at the central and local levels, upholding of bureaucratic interests and the limited or inefficient use of funds allocated for financing reforms," she said.
First deputy head of the APU noted that poor discipline of the performers become the main obstacle to reform implementation last year - nearly a third events of the action plan were not held.

Iryna Akimova noted that the practice of cooperation of the secretariat of the Committee on Economic Reforms with the government should be continued into this year. "It will significantly improve the quality of legislative instruments, ensure the concentration of budget financing on the priority areas of reforming, improve quality information support for reforms," she said. .
