A simplified system of state registration of real property rights under a "single window" principle has been introduced since January 1, 2013, Prime Minister Mykola Azarov said, opening the sitting of the Cabinet of Ministers, ForUm correspondent reports.
"The queues in the Technical Inventory Bureau and various offices, which earned much on making various certificates, become things of the past," the official said.
He added that the state registration of the rights will be performed by special public registries and notaries as special subjects. 583 state registration bodies, numbering 2.646 registrars, were set up to implement the law on state registration of real rights to immovable property. In addition, 6835 notaries will perform functions of the state registrars, the Prime Minister said.
According to Azarov, the new law clearly defines the terms of registration: depending on the type, it takes 1 - 14 business days. "Starting from January 1, 2014, it is expected to reduce the term of state registration of rights to the property to five working days. The procedure of state registration of ownership of the house, building or structure with the simultaneous acquisition of rights to the land on which they are located has been also simplified. Only one application shall be submitted for such registration," the Prime Minister concluded.
