The bills must pass through all stages of preparation and discussion in the committees, speaker of the Verkhovna Rada Volodymyr Rybak said in the interview.
"The Parliament should legislate under any president. For that, we need to transfer the professional discussion of the legislators into the committees. If a mutual understanding on some issues is not found in the committee, only then the issue should be discussed in the session hall. All parties need to speak out and, taking into account all the views, to vote personally. This is my principal position," he said.
