The focus of the work of the Constitutional Assembly should be given to empowering citizens to influence the government, in particular with regard to their right to participate in decision-making bodies of the local self-government, President of Ukraine Viktor Yanukovych said during the Council of Regions meeting, ForUm learned from the President’s press service.

"Powers of the civil society should be outlined in the Basic Law," he said. According to him, they should relate to guarantees of freedom of peaceful assemblies, the activity of certain categories of community leaders, local referendums, public participation in the formulation and implementation of public policy, addressing local issues.

The President stressed that the work of the Constitutional Assembly provides a broad and deep professional dialogue on constitutional changes, optimization of the political system, the creation of new principles of government, the judiciary and the institutions of direct democracy.

"I am convinced that the time, when the Constitution has been amended only by the political situation as the result of a compromise of a narrow range of political leaders, has passed," Viktor Yanukovych said.
