Speaker of the Verkhovna Rada of Ukraine Volodymyr Rybak believes that the new version of the Constitution should be passed by the Parliament.

"In my opinion, it is impossible to adopt the Constitution at the referendum. The Constitution should be passed in the Verkhovna Rada of Ukraine," he said in interview, ForUm learned from the Parliament’s press service.

According to Rybak, work on changes to the Constitution is a very complex process, which should involve experts.

The constitutional process also requires public discussion and consideration by the relevant parliamentary committees.

The speaker of the Verkhovna Rada did not rule out that some questions may be put to a referendum.
