Dmitriy Sablin, first deputy head of the Russian parliamentary committee on CIS, believes that the question of Ukraine's joining the Customs Union must be decided through national referendum only.

"The Customs Union is very important for Ukraine, but only after the referendum. Not separate political forces, but the majority of Ukraine's population must decide on this. Then it will be a stable guarantee for the Russian side," Sablin said.

In his turn, first deputy chairman of the Russian Federation Council Committee on foreign affairs Vladimir Dzhabarov believes that Ukraine's foreign policy depends on the success of the very Customs Union.

"The Customs Union must show positive results to persuade Ukraine to join it as a full-fledged member, not a "3+1" formula participant," Dzhabarov said.
