
President's representative in the Verkhovna Rada of the current convocation Yuri Miroshnychenko considers that the combination of Mykola Azarov’s powers as an acting Prime Minister and a deputy is possible as long as another person is appointed on the post of Prime Minister.
Thus, answering a question whether there is a legal conflict in combining the duties of a Prime Minister and a deputy, Miroshnychenko said: "There is a general declared principle, including a principle of uninterrupted power written in the Constitution. Therefore, it is completely normal, when he fulfils his duties till the moment another person is appointed."
