Effective employment is the engine of a country development, the World Bank Country Director for Ukraine, Belarus and Moldova Qimiao Fan said during presentation of the World Development Report 2013: Jobs, ForUm correspondent reports.
"The processes, taking place in the world, demonstrate the importance of employment and good jobs. Employment is not only important for creating economic values, it is the important engine of a country development. It can help raise living standards for the whole country," he stressed.
According Qimiao Fan, the governments should create macroeconomic stability and favorable environment for business development and identify the most important types of employment for the country's development. "Governments need to implement effective policies regarding labor resources, which will not prevent the emergence of new employment, but rather provide social protection for the poorest," he said.
He stressed that the main challenge for Ukraine is that the population is aging at a significant pace, leading to a narrowing of the workforce sector. In addition, he said, the majority of jobs in Ukraine lies in a low productivity and so-called shadow sector.
The financier believes that the problem can be solved due to the relevant state programs, the implementation of which would ensure the creation of good jobs, increase labor productivity and improve living standards, leading to strengthening of social cohesion.
"The government must eliminate distortions and uneven conditions in the labor market, the legal jobs should be created," he said, adding that Ukraine should reform the system of education and training and improve labor mobility.
