The State vehicle inspection expects the parliament to approve the so-called "good-luck" letters, Interior Ministry traffic police department head Valery Lozovoy told a press conference, ForUm correspondent reports.

He reminded that the parliament had registered a draft bill, providing for mail notification of drivers for violation of traffic rules, with photo from the scene and receipt for payment included.

According to Lozovoy, despite the cancellation of letters of authority for vehicles, the photo from the scene does not have to show the face of driver, but the license plate of the car. Thus, the police officer explained that responsibility for violation would be laid upon the owner of the car of interest, even if he can prove it was not him behind the wheel.

In order to prevent similar problems, Lozovoy recommends "registering vehicles properly."
