The Verkhovna Rada of Ukraine refused to elect a speaker by open voting.

As ForUm correspondent reports, a bill to amend the Regulation of the Verkhovna Rada in the second reading was supported only by 217 deputies.

In addition, the amendments to the Regulation suggested that parliamentary groups should be formed by at least 32 deputies, and this amount was determined by the number of the smallest fraction.

When the bill was put to a vote, head of the Parliament Volodymyr Lytvyn noted that it infringed rights of the single-mandate deputies. 

After MPs failed the bill, the speaker declared that the decision on this issue should be taken. And he adjourned the session until 12.55 to find out the solution.
