Regional development, construction, housing and communal services minister Anatoly Blyzniuk considers that sooner or later, utility rates must have to be raised by including the investment component into them.
"Sooner or later, we will have to take such a decision. Now, the state does not put such a question," Blyzniuk told a briefing. He stressed that currently the tariffs are not raised because of grants, which are allocated to citizens, if the amount of the payment of utility bills exceeds the norm.
The minister noted that with the increase in minimum wages and pension, and the immutability of tariffs, the average amount of payment for utility services has decreased to 11% of total incomes of citizens.
