Effective utility tariffs are not economically justified, so the national Commission for Communal Services regulation is going to revise them, head of the Service Valery Saratov said.
According to him, the tariffs for water supply and drainage system cover only 69% of their cost. The situation with the cost of heating is better - the current rate covers the cost of 74%. This situation is reasoned by increase in cost of tariff components, the official said.
According to him, the process of revision must cause the introduction of new tariffs, but at the same time with the introduction of "compensators" for the population.
"Raising rates is only possible with a simultaneous increase in the public's ability to pay for them or with the introduction of government social assistance programs," Saratov said.
