The Parliament of Ukraine passed in the second reading the bill, which provides for the video monitoring system to be used during voting of parliamentary elections in Ukraine, October 28, 2012, and during the counting of votes.
 
263 MPs of the 226 minimum required voted in favor of adoption of the draft law on amendments to the law of Ukraine on ensuring openness, transparency and democratic character of parliamentary elections of October 28, 2012 .

The law proposes to install video monitoring system at the polling stations for increasing public confidence in the election, the openness and transparency of the electoral process. The law also provides for ensuring public access to the observation of the vote process in real time on the relevant website on the Internet.
 
The video monitoring system shall not be installed in the Central Election Commission, the district election commissions, overseas election commissions and special polling stations.
The use of video monitoring system on the Election Day and during the vote counting shall be mandatory.
