Chairman of the Constitutional Court Anatoly Holovin considers the prosecutor’s offices should control law observance until Ukraine becomes genuine rule-of-law state.

"This function of prosecutor’s offices should remain until we have a truly rule-of-law state with a high level of political culture, secure public authority, the relevant national traditions," the chairman wrote in his article published in the Voice of Ukraine newspaper.

According to Holovin, currently, there is urgent need for control over compliance with the law.
The chairman of the Constitutional Court notes that such a function is exercised by prosecutors in many countries, in particular, in a number of European countries and the USA.

However, Holovin said that the legislation, which regulates the activity of the prosecutor's office, needs to be improved, particularly in terms of specification limits and the procedure of monitoring the observance of the law.
