The European Parliament recommends the Council to sign and ratify the EU-Ukraine Association Agreement only after Ukraine meets the necessary requirements.

Recommendations are laid in the report, voted for on Wednesday in Strasbourg during the plenary session of the European Parliament.

In particular, the paragraph 54, dedicated to Ukraine, noted that the Association Agreement was initialed. "Its signing and ratification can happen only if Ukraine fulfills all the requirements: guarantees minority rights, ensures the rule of law by strengthening the stability, independence and effectiveness of the relevant institutions, shows respect for human rights and ends persecution against opposition thereby creating a truly pluralist democracy," the document says.
In this regard, the report calls for the EU High Representative for the Common Foreign and Security Policy, Vice-President of the European Commission Catherine Ashton and the European Commission to ensure all adequate funds to support additional observation mission for the parliamentary elections in Ukraine.

In addition, the European Parliament calls on the Verkhovna Rada of Ukraine to amend the articles of the Criminal Code, which "goes back to the Soviet Union days, by eliminating criminal penalties for political activity of government officials who act as public officers."
