Ukraine persuaded the UN Framework Convention on Climate Change (UNFCCC) in the need for transferring excess quotas for greenhouse gas emissions from the first period of the Kyoto Protocol to the second period of its validity, the State Environmental Investment Agency of Ukraine press service informs.

"The Ukraine’s position was supported by the delegations of Russia and Belarus. This support was crucial in making the final decision by the UNFCCC bodies. Issue of non-transfer of excess quotas was removed from the agenda and decided in favor of Ukraine," the press service informed.

According to the State Environmental Investment Agency of Ukraine, the group
of African countries and the group of island nations was against that decision.

The first period of the Kyoto Protocol began on 1 January 2008 and will end on December 31, 2012.
