The Council of Europe Action Plan for Ukraine for 2011-2014 lacks two million euros of funding, the Council of Europe's Secretary General Thorbjørn Jagland told a press conference, ForUm correspondent reports.

"The Action Plan is ambitious - 22 million euros. The current shortage is two million out of total 22 million euros. In September last year there was 13 million shortage. This fact should inspire, as it is the very first year of the Action Plan implementation," he said.

The Secretary General also thanked Denmark, Sweden and Switzerland for funding the plan. "Some Council of Europe members are concerned about the possible exclusion of Ukraine, if democratic reforms are not implemented. The Action Plan is the support of the Council in this area," Jagland said.
