The state intends to prohibit the provision of telecommunication services without identifying of users including mobile telecommunication, where people can buy SIM cards without formation of contracts, a draft law "On amendments to the law of Ukraine "On telecommunications" developed by the State Service for Special Communication and Information Protection of Ukraine said.
The bill has been developed in response to a decision of the Cabinet of Ministers adopted on April 11, 2012.
According to the State Service for Special Communication, these amendments will help consumers to receive relevant telecommunication services under the contract and the law enforcement authorities to identify customers under the activities for the prevention of offenses and their disclosure.
The State Service for Special Communication believes that the adoption of the bill will improve the procedures for obtaining information about consumers of telecommunications services and the provision of telecommunications services by the law enforcement bodies, give the opportunity to determine the order of purchase of identity telecom cards by consumers that allow law enforcement agencies to act effectively to protect the life, health, rights and freedoms of citizens, property, environment and interests of society and the state from unlawful attacks using telecommunication components."
