Starting from September 1, the payment of vehicles recycling tax for the vehicles produced in Ukraine when supplying to Russia will be implemented in full, deputy chief of the Main Administration for Customs Revenue and Tariff Regulation of the Federal Customs Service of Russia Rustam Khakimov told a press conference in Moscow today.
"Our federal law provides for benefits only for the Customs Union member states. I'm not ready to comment whether it contradicts the FTA agreement," Khakimov said.
Responding the clarification question whether there will be exception for vehicles produced in Ukraine, he said: "Federal law does not provide for that so far".
He noted that the rate of vehicles recycling tax will be regulated by a separate decision of the Russian government, released in the coming days.
Khakimov said that the FCS is authorized to charge this fee. According to him, this would relate to the vehicles manufactured in Russia by manufacturers who had not undertaken a safe recycling commitment, as well as while importing vehicles in Russia by physical and legal entities, except those exempted from paying it.
According to him, this applies primarily to the vehicles produced in the Customs Union member states.
