The Cabinet of Ministers allowed the Central Election Commission purchasing video monitoring system to be installed at the polling stations during the parliamentary elections October 28 under simplified procedure from one participant (without competition).

In particular, the government decreed that the purchasing of goods, works and services, necessary for the establishment and operation of such a system shall be carried out by the CEC on the basis of the decision on the definition of one potential supplier (contractor).

The decision shall be taken following the results of the monitoring of potential suppliers of such goods, works and services, taking into account the conclusion of the Infrastructure Ministry about compliance of video monitoring system with its terms of reference specification and configuration.
Following negotiations with the potential supplier (executor), the CEC shall conclude a procurement contract.

The Cabinet allowed doing advanced payment for such purchases up to 70% of their value.

On August 8, the government also approved the use of funds provided in the state budget for the development and implementation of video monitoring systems and adopted the terms of reference developed by the CEC and the configuration of such a system.
