On August 20, the Kharkiv City Council recognized the Russian language as the regional language in Kharkiv.

76 deputies out of 80 registered in the session hall voted in favor of this decision. 

The decision was taken to create the conditions for the realization of the constitutional guarantees for the development and use of regional languages, as well as for promotion of historical, ethnic and linguistic traditions of the majority of population of the city.

The deputies of the city council decided that the Russian language will be used as a second language in the proceedings of the local self-government bodies, in the names of the institutions, inscriptions on seals, letterhead papers, voting papers and in some other cases.

As the Main Department of Statistics in Kharkiv region informed, according to the nationwide census of 2001, 954.901 of Kharkiv residents (65.9% of the total) recognized the Russian language as their native.
