The second change, according to her, refers to a monthly payment and compensation.
"Borrowers used to pay 16% of interest rate, and the state compensated 13% afterwards. Many people were scared away fearing possible delays in payments of the Youth Fund Now. Now the payments have been separated: the borrower pays 3% and a manager of public funds pays 13%. The borrower is no longer dependent on the Youth Fund’ payments," she explained.
The third change, according to Dmytreeva, concerns a list of building owners.
"We have accredited 30 building owners, but that's not enough. We are ready to work with nonaccredited building contractors, if the regional administration provides a letter of guaranteed completion of the house construction," she summed up.
As a result of these three changes, the bank expects to be able to give 300 credits for the first quarter. At the moment, only 60 credits have been granted.
