"We actually have started the revolution in the social sphere adopting the law that public organizations can provide social services at the budget expenses. More than 60% of social services in the world are rendered by the public organizations. These services are better and have higher quality, and we need to follow it," Tihipko said.
The vice prime minister noted that a list of social services in which the public organizations may be involved has been already made. The next step is the development of standards and mechanisms for the procurement of services that help to avoid the corruption. In addition, a proper control system of the public organization working in this field will be developed.
Tihipko also called on the local authorities to start in 2013 the realization of the pilot projects on providing the social services by the public organizations in order to extend this system over the whole country starting with 2014.
