The purpose of the Armed Forces of Ukraine reform is the establishment of the modern Ukrainian army, the first deputy chief of the General Staff of the Armed Forces of Ukraine Vice Admiral Ihor Kabanenko told a press briefing "The Armed Forces of Ukraine in 2012 academic year", ForUm correspondent reports.
"The Armed Forces need systemic changes relating to the acquisition of appropriate capacity to adequately respond to modern threats to national security in the military industry, to operate quickly, flexibly and efficiently in today's battlefield," the first deputy said. The chief of the General Staff of the Armed Forces of Ukraine recalled that to conduct the army reform, currently the appropriate legislation is being worked out.
In particular, the National Security Strategy and the Military Doctrine are already approved.
In the near future it is planned to adopt the defense newsletter and the concept of the further reform and development of the Armed Forces of Ukraine.
According to Kabanenko, the latter document is now under consideration of the National Security and Defense Council of Ukraine.
Also, chief of the General Staff said that it is necessary to optimize the number of the Armed Forces departments and improve their structure.
"This is not about reducing the combat strength. Once it was created an imbalance between those who perform tasks on the battlefield, in the air, at sea and those who provide support in the rear. This imbalance makes up 43/57% ", the first deputy said.
Moreover, he said that transition to contract-based principle of recruitment remains the key task of the field.
