"These changes are technical," the author of the bill, the MP Yuri Karakay explained.
"No one is surprised by the fact that the operation of banknote printing and minting works of the state treasury should be under special protection. Having adopted the law on the National Bank in 1999, our colleagues granted NBU the right to departmental security with military and firearm weapons, but, unfortunately, there were no regulated rules about the weapon usage in the law," Karakay said.
"Domestic and foreign experts have noticed many times that such rules must be determined exclusively by the law. Moreover, in 2011 an authorized official of the European Court on Human Rights drew up the conclusion that the weapon use must be registered in the law, not in the jurisdiction acts. And that is why this bill has been prepared," he said.
According to the MP, the National Bank can continue using weapons for protection and the adopted amendments legalize this process.
