The Constitution of Ukraine shall not depend on any authority, political party or figure, the President of Ukraine Viktor Yanukovych said opening the first session of the Constitutional Assembly of Ukraine, ForUm correspondent reports.

"Our main objective is the modernization of the country and this is possible through the democratic, social and legal strengthening of the state with the help of active and protected citizens," he said.
The President congratulated the members of the Assembly on their summoning to carry on the dialogue on the modernization of the Basic Law. "The already initiated reforms in Ukraine need amending some Articles of the Constitution of Ukraine, in particular relating to judicial and law enforcement agencies," Yanukovych stressed.

Also, according to the head of the state, the local government reform is the important aspect of modernization. "We need to give more opportunities to residents of the territorial communities for clear decision-making at the local and regional level," he concluded.

The meeting was attended by the speaker of the Parliament of Ukraine Volodymyr Lytvyn, the ex-Presidents of Ukraine Leonid Kuchma, Viktor Yushchenko, Leonid Kravchuk, who is the chairman of the Constitutional Assembly, the parliamentary factions and committees representatives, including the MP from the Party of Regions Serhiy Kivalov, the leader of the People's Party faction Ihor Sharov, the officials of the President’s Administration of Ukraine, the representatives of the international governmental and nongovernmental organizations.

As reported, on May 17, the President of Ukraine Viktor Yanukovych signed the decree on the Constitutional Assembly, as a special subsidiary organ subject to the President. The aim of the organ’s activity is to make proposals for amending the Constitution of Ukraine.
