The Parliament of Ukraine has passed the bill on population employment in the first reading. 262 out of 406 MPs registered in the session hall have voted in favor of such decision.
The bill is aimed at establishing an effective mechanism to promote full, productive and freely chosen employment within the implementation of socio-economic policy, ensuring the constitutional rights and guarantees of citizens to labor and social protection against unemployment.
The bill provides that an employer who will employ for the newly created jobs young people for the first job, persons aged from 50 years and other individuals, non-competitive in the labor market, for a period not less than two years, will be compensated costs associated with the payment of a single social contribution with the not limited amount of wages during the first year.
It is also proposed to stipulate that an employer, who for one year provided jobs and ensured payment of wages of not less than three minimum wages, is entitled in the coming year to a reduction in the size of the single social contribution.
To encourage self-employment, their business initiative, the State Employment Service will provide free consultations on the issues of setting up and running the business. The subjects of small business that create new jobs and employ unemployed for a period not less than two years, will receive a monthly compensation of a minimum social contribution during the first year.
In addition, it is proposed to bring into compliance with the European standards the activities of business entities, which provide services of mediation in employment. The bill proposes to establish the status of unemployed person from the first day of application to the State Employment Service.
