Rada refused to amnesty the convicted of abuse of office
Parliament of Ukraine has refused to include into agenda the draft bill on amnesty for 2012, which can be applied to the convicted former PM Yulia Tymoshenko and former interior minister Yuri Lutsenko.

The draft bill was submitted by Our Ukraine MP Arseniy Yatsenyuk and got only 142 votes. The draft bill provides to announce amnesty among the most unprotected layers of the convicted, including minors, pregnant, older people, the disabled and so on.

The draft bill also provides for reduction of the list of crimes, committing of which does not fall under amnesty.

In addition, the draft bill provides for some amendments to the Criminal Procedure Law on Ukraine, in particular to recognize the amnestied as people without priors and to return them all rights and authorities, including the right to run for parliament.

Hence, the draft bill proposes to apply the law on amnesty to the convicted under articles 191, 365 of the Criminal Code (abuse of office), which includes both Tymoshenko and Lutsenko.
