Tihipko: 326 thousand Ukrainians are uncompetitive on the labour market
326 thousand Ukrainians are uncompetitive on the labour market, Vice PM and Minister for social development of Ukraine Serhiy Tihipko told a briefing, presenting the concept of the draft bill on population employment, ForUm correspondent reports.

"There are 326 thousand unemployed Ukrainians, who are uncompetitive on the labour market. Among them are graduates, people of pre-retirement age and single parents with small children. 11 thousand people of these categories were employed in 2011, but 40 thousand of them are dismissed annually. It means we just waste money for their employment," the official noted.

According to Tihipko, the new draft bill will improve the efficiency of employment of these people. In particular, the state in person of the Employment service will compensate an employee 100% of the single social due per every worker on preferential terms during a year. "If an employee fires such worker he will have to compensate the social due at this own expenses," the Minister explained.
The draft bill also proposes to engage unemployed into projects, being carried out at the expenses of state or local budgets.

The Minister underlined that the government would have to allocate additional means to finance these initiatives. "We will redistribute the means of the Employment service. For today the Employment service receives 2.1% from the salary fund, which is 9.3 billion hryvnais per year," the Vice PM summed up.
