On Friday, during the live show on Rada TV channel, the Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn stressed that the Parliament should demonstrate serious intentions to implement PACE recommendation to the fullest extent, ForUm learned from the press office of the parliament.

Answering the question concerning the recently adopted Resolution of the Parliament on implementation of PACE Resolution, Lytvyn noted that this document cannot release the Verkhovna Rada from the necessity to meet the obligations Ukraine undertook when entered the Council of Europe in 1995, namely adoption of respective legislative acts.

Among these documents he named the Code of Criminal Procedure, laws on prosecution service, on advocacy, and a number of other legislative acts. Special attention should be paid to implementation of these laws, said Lytvyn. "It should be especially stressed considering the fact that failure to observe starting liabilities leads to the situation where we receive new recommendations, which are placed into the mandatory resolutory part of PACE Recommendations, and eventually all that leads to continuous monitoring of Ukraine," the official stressed.

The speaker also stressed the necessity to really comply with requirements of international organizations Ukraine has joined. "When in Rome, do as Romans do. If you join an organization that unites all countries, your actions should comply with general rules," he noted.

Predicting the course of the meeting with representatives of the PACE Monitoring Committee, which is to take place next Wednesday, the speaker expressed the opinion that it will be "fine". At the same time, he does not exclude the possibility that co-rapporteurs of the Monitoring Committee Ms. Mailis Reps and Ms.Marietta de Pourbaix-Lundin, who will come to Ukraine, will voice their concern with Ukraine´s too active ensuring of performance of its liabilities before the Council of Europe.

As an example of work in this direction, Lytvyn named the work on development of amendments to the Constitution of Ukraine, consideration of the Code of Criminal Procedure in the second reading, etc. He is convinced that of utmost importance is "to show what is actually taking place, that we are taking practical steps, and have serious intentions to perform the recommendations to the fullest extent."
