Institutes of civil society in Ukraine must be given economic stimuli for their activity in order to become financially independent, official of the President's Administration department on constitutional and legal modernization Vitaly Kulik told ForUm in an interview.

"To do so we need tax preferences for public organizations and their supporters. Besides, public organizations must be given permission to earn money from noncommercial activity," the expert said.

According to Kulik, it is also needed to allow institutes of civil society taking part in state purchases, in particular at the expense of "small" purchase regime.
