The ship base in Novorossiysk is developing, but Russia has no intention to withdraw its Black Sea Fleet from Crimea, Russian PM Vladimir Putin declared Wednesday.

"We are not leaving Crimea, as we have all legal grounds to stay, including the interstate agreement with Ukraine, securing the stationing of our fleet in Crimea," Putin said, according to "Echo of Moscow."

Russian PM said the mentioned agreement is "unique" and reminded that Russia capitalizes gas discount into the rental value. "The matter concerns billions of dollars," Putin specified and added that "nobody has ever paid such rent to anyone."

"However, we want our Black Sea Fleet to have bases in Russian ports, and for this we finance the development of the base in Novorossiysk," Putin underlined.
