Ukraine will not have time to fulfill all PACE recommendations before the parliamentary elections, because some of these recommendations require changes to the Constitution, parliamentary speaker Volodymyr Lytvyn told a briefing, ForUm correspondent reports.

"Ukraine's representation in the Council of Europe means that our internal problems are not that internal. If we analyze the requirements of the latest PCE resolution, it becomes obvious that we won't be able to execute them all till April, the period when monitoring committee rapporteurs will come to Ukraine. The best we can do is to adopt the new Criminal Procedure Code," the speaker said.

"When the matter concerns changes to the Constitution, we need two parliamentary sessions. Even if we pass all necessary amendments during this session, they can be ratified only at the beginning of September. But the pre-election campaign has already started. Hence, either we postpone the election process, which is impossible due to the Constitution, or we admit that it is too complicated to change the Constitution before the elections," Lytvyn added.

The speaker believes that Ukraine must demonstrate its aspiration to execute the resolution and "to present a plan on realization PACE recommendations."
