President Viktor Yanukovych expects the Parliament to consider the draft Criminal Procedure Code at the beginning of the session, he said in an exclusive interview for the joint project of The New York Times News Service & Syndicate and Segodnya Multimedia – "Ukraine and the World in 2012. Global Agenda," ForUm learned from the presidential press office.

"This will provide a positive impetus to the development of the country, because the document introduces competition between the prosecution and the defense. There will be balance, and, of course, such principles as the rule of law,presumption of innocence and protection of human rights will win," Viktor Yanukovych.

According to the President, the new Criminal Procedure Code is one of the steps towards creating an effective system of government, balance of powers, democracy and human rights, strengthening the rule of law. Constitutional reform, he said, will be another step to serve that cause.

Viktor Yanukovych noted the importance of creating a Constitutional Assembly to develop proposals on amending the Basic Law. "The Constitutional Assembly will make these suggestions and create the environment for discussing the constitutional reform to consolidate the society along the way," he said. The President added that as soon as he gets all the appropriate expert opinions, he intends to sign a decree to approve the working plan and the Concept of the Constitutional Assembly.
