Bolyubash informed that according to the new law it is planned to introduce new classification of educational institutions: university, academy, college and professional college. Hence, according to the official, the levels of educations will meet European requirements: bachelor's degree, master's degree and Ph.D.
Holders of specialist's degree will be equated with masters, and "Candidates of Science" will be equated with Ph.D.
The degree of Doctor of Science and preparation of "junior specialists" will remain. Hence, professional colleges will graduate only junior specialists, 4-year colleges will graduate bachelors and universities and academies will graduate bachelors, masters and Ph.D.
The official noted that about 120 current institutes may become colleges, which will graduate bachelors. He also added that Ukraine has a problem with the number of higher education institutions. "For now there are 229 state and communal establishments of higher education, which is too much, while the countries with the same population as Ukraine have considerably smaller number of such institutions," Bolyubash summed up.
