According to him, there is a situation when victims cannot compensate their losses because a crime offender either destroyed or spent victim's assets, but the society blames police for this.
"Court defines legal penalty for a criminal, but his victim does not get his possessions back. For today the government does not have an effective system on compensation of such damage. These problems are out of Interior Ministry competence, and needs to be settled by the economic department of the government, as well as at the legislative level," he said.
According to Zakharchenko, in people's eyes Interior Ministry is to blame for non-compensation, and in this connection the Ministry proposes to develop a system of insurance and compensation of damage.
