The first deputy head of President's Administration Iryna Akimova believes that insurance medicine should be introduced from 2014, not earlier, as she said in a comment to ForUm.

"Introduction of insurance medicine should be careful and well-thought. We have to choose the right moment for such system, and I believe that it is real not earlier than in three years, somewhere in 2014. First we need to restructure the primary medicine, and then to introduce the rest," she said.

According to Akimova, the authortiies should take into account that the introduction of insurance medicine will increase financial duty of enterprises regarding social payments.

"In the course of overcoming the economic crisis business cannot afford additional expenses. Before enlarging the tax base, even for such noble purpose, we should come to understand the current situation. Before this, it is better not to introduce the obligatory insurance medicine," Akimova summed up.
