
"If the budget of 2011 provided with separate line the expenses for development of the Ukrainian language, the new budget is a muddle of things...Different programs are mentioned in the same block, and single sum [of money allocated for the programs] gives a possibility for non-transparent decisions," Herman said.
The President's aid also pointed out the absence of a separate article on scholarship. "Students are concerned, as they don't know whether the scholarships are going to be adjusted," she added.
"This budget is less transparent and gives more possibilities for corruptive decisions and manual distribution of means," the President's aid believes.
"These things must be taken into account when the state budget for 2012 will be revises," Herman underlined saying the President's Administration and the President himself are worried.
