New system of the first medical aid will be introduced in Ukraine within 2012, Health Minister Oleksandr Anishchenko told a briefing, ForUm correspondent reports.

According to the Minister, it is also planned to create hospital districts in pilot regions of Ukraine, subjected for reformation of medical assistance system. "As the second state of the reform the Health Ministry will create hospital districts. This project is scheduled for 2013," Anishchenko informed.

"Among specific effects of the reform for ordinary people are reduction of the need for hospital treatments, reduction of the need for ambulances and consultations with highly specialized doctors. Essential percentage of the first aid can be got from family doctors. It is important that a doctor of the first aid gives maximum assistance," he explained.

According to the Minister, the optimization of the emergency aid has already given the results. "Hence, earlier in Kharkiv ambulances needed 40 minutes to get to the place, now it takes only 10 minutes," he said.

The official also informed that the draft state budget for 2012 provides for financing of the new system of the first aid with 35% of the total sum allocated for health care.

"Our goal is to distribute correctly the money provided for health care," Anishchenko summed up.

The pilot project on reformation of the health care system is held in Vinnitsa, Dnipropetrovs'k and Donetsk regions and the city of Kyiv. The project is provided for 2011-2014 years.
